The 23 year old Austrailian winger made 4 appearances for the Tykes last season and was released this summer.
He joins the Millers on a 2 year deal and becomes Paul Warne's 3rd signing of the season, joining Michael Ihiekwe and Darren Potter.
Williams has also had spells with Portsmouth, Fulham, Gillingham and Oxford.
