Eastwood manager Paul Cox told non-league daily online: "I know Toddy really well. I actually played with him under John McGovern at Ilkeston Town. I approached Rotherham six weeks ago when I noticed that he was not playing in their first-team and I'm pleased that we have finally agreed a deal.
"I have been looking to bring more width into the side to allow us to break teams down earlier and increase the supply to our strikers, Toddy will help us do that.
"I am looking forward to working with him again."
