"We have spoken to Mark and made him a contract offer," Moore said. "Mark has got great ability and he is just the type of player we are looking for.
"He is only 22 and he has already played over 100 games in his career.
"He is a box-to-box player and been capped by his country so it would be great if we could pull that one off I know he is going to speak to Shrewsbury before he makes his mind up but hopefully we can work something out."
Moore's assistant Jimmy Mullen has previously worked with Bradley during his spell in the West Midlands.
