Proctor has joined the League 2 outfit until January 2021 but boss Paul Warne say's the doors not closed on his Rotherham career.
“Procs needs to go and play games and that’s hopefully something he can do at Newport,” he told the clubs official website.
“I tell the lads all of the time that going out on loan definitely does not mean that their career here is over and Icky's switch to Accrington is a great example of that. If Procs can go and rekindle his form of old with Newport, there is no reason that he can’t come back here in the New Year and challenge for a place."
“He has always upheld the high standards we have in training and I know he will be a great addition to Newport’s squad during his loan there.” he added.
