Moore, who made no signings during the January transfer window, believes he may have more success when the loan market resumes on 8 February.
He told BBC Radio Sheffield: "We're a little bit short defensively and if we can get the players in, we will.
"When everything opens again on Tuesday maybe we'll get in there and get the players that we need."
