Rotherham Borough Council had tabled a bid after independant reports on the ground and its value.
However the bid has been rejected by the Booth family and seen as not enough, any further developments now rest on what actions the Booth's take next.
The Millers chief operating officer Paul Douglas told todays Advertiser "We have crossed one obstacle in that they are prepared to sell - at the right price, but we are now waiting to hear what their valuation of the land is before anything can progress."
