The 49 year old scotsman joins the Millers after the sacking of Andy Scott nearly three weeks ago.
With a controversial past, Evans was given a years suspended sentence for disguising wages and bonuses as expenses during his first managerial stint at Boston.
Since moving to Crawley, Evans took them up as champions from the Blue Square Conference and had them leading League 2 for spells this years. He also had 2 good FA cup runs, giving Manchester United a game by only losing 1-0 in last seasons 5th round.
